CAM Legislative Work

Two Years of Legislative Momentum Across the States

The first summit in Kansas City demonstrated what is possible when state leaders act as one: new executive orders, stronger campus protections, and a clear message that antisemitism has no place in America. Since our last meeting in June, the Combat Antisemitism Movement has continued to expand its impact across the country.

38 States Adopt IHRA

Increased the number of states adopting the IHRA working definition of antisemitism to 38, with 18 states formally codifying it into law.

Delegations to Israel

Led multiple high-impact delegation trips for Governors' Chiefs of Staff, Attorneys General, and state legislators to Israel.

K–20 Title VI Legislation

Educated lawmakers on the importance of K–20 Title VI legislation, contributing to successful passage in Missouri and Georgia.

Countering Foreign Influence

Provided education and testimony on critical legislation in South Carolina addressing longstanding concerns around foreign influence in the education system from countries of concern.

Following the success of CAM's inaugural State Leadership Summit in Kansas City, Missouri, which brought together governors, attorneys general, and lawmakers from 17 states, the Combat Antisemitism Movement is proud to convene the Second Annual Summit in historic Charleston, South Carolina.

As antisemitism continues to threaten Jewish communities, schools, universities, and public spaces, state leaders are uniquely positioned to drive meaningful action. The Charleston Summit will bring together governors, attorneys general, legislators, and senior state officials to examine the latest data, share proven policy strategies, and explore model legislation and practical tools to combat antisemitism effectively in their states. The Summit will also provide a forum to build partnerships, exchange ideas, and turn collaboration into concrete action.
